Add the black beans, uncooked long grain rice, salsa, cumin, garlic powder, chili powder, and salt to the bottom of a Crockpot.

Pour water over all the ingredients. Stir well making sure the rice is covered with the water.

Fit the lid onto the slow cooker, make sure it's tightly fitted, and cook on low for three hours.

Remove the lid. Allow all of the steam to escape. Stir the rice well to see if it's cooked through.

Allow the rice to cool 5 minutes. Taste and season the rice with salt and pepper to your liking.
